Independent governance & assurance

Independent challenge, escalation and assurance for projects approaching critical handover milestones.

Why it matters

When pressure increases, projects can start accepting partial readiness, unclear punch deferrals or weak handover evidence. Independent Governance & Assurance provides a disciplined challenge layer that gives project leaders early sight of avoidable delay, rework and claims exposure.

What we govern

Handover criteria, subsystem ownership, punch categorisation, deferral approval, temporary works close-out, preservation, reinstatement, interface boundaries, certification evidence and commissioning access decisions.

Typical triggers

Executive concern over late handover, inconsistent acceptance criteria, unclear authority to accept exceptions, recurring punch items or unresolved interface risks between EPC, owner, vendors and commissioning teams.

Common questions

Who does Proofdatum report to during an engagement?
To the leadership that engaged us: the owner’s project leadership, or the contractor’s when we are appointed by the EPC. Findings, readiness positions and escalations are reported independently of the teams whose work is being verified, which preserves the integrity of the evidence chain.
How is independence maintained?
Proofdatum is PCMS-agnostic, vendor-independent and takes no delivery scope on the projects it assures. Assessments rest on verified evidence rather than reported progress, and reporting lines are agreed with the engaging leadership at the start of the engagement.
Can exceptions still be approved under independent governance?
Yes. The point is not to prevent exceptions but to make them visible, deliberate and accountable: agreed by the right parties, recorded with their conditions and tracked to close-out.
When should governance and assurance be engaged?
The governance framework is best established early, ideally while completion documentation and handover criteria are being defined. It is equally engaged late, when boards need an independent readiness position before committing to handover or start-up dates.
Does this duplicate the project’s own assurance functions?
No. Internal assurance reports within the delivery organisation and shares its pressures. Independent assurance stands outside those pressures and exists to test what the project believes, before those beliefs are priced into decisions.

In practice

When the dashboard number cannot defend itself

A weekly report says 92 per cent complete, but the figure cannot be traced to certificates, test records and punch status without days of manual reconciliation. Governance and assurance puts evidential traceability behind every reported number, so when the completion claim is tested, in an LD discussion, a lender review or a handover dispute, the data answers for itself.

Use independent assurance before the project commits to handover dates.
